發揮中央文獻翻譯在對外話語體系建設中的重要作用

　　黨的十八大以來，黨中央高度重視加強國際傳播能力和對外話語體系建設。作為黨中央直屬的理論工作機構，中央編譯局一項重要職責就是中央文獻的對外翻譯工作，這是對外話語體系建設的重要組成部分。中央編譯局擁有英文、俄文、法文、西文、日文、德文、阿文等多個語種的翻譯隊伍，多年來承擔了黨和國家領導人著作、全國黨代會、中央全會、全國人大、全國政協會議文件以及其他中央文件的翻譯工作，形成了嚴格科學的翻譯流程和嚴謹規范的翻譯風格，累計翻譯了上億字的中央文獻，提出了許多重要術語的規范化譯法。

　　為進一步加強和改進中央文獻對外翻譯工作，促進已有翻譯成果的應用和傳播，提高國際知曉率和認同度，在光明日報的大力支持下，我們將有計劃地發布“中央文獻重要術語譯文”，供國內相關機構和人士以及國外關注我國改革發展的人士參考使用。對於其中一些特別重要的術語的譯文，我們還將撰寫短文，介紹確定譯文的思路。限於篇幅，本欄目隻刊登重要術語的英文譯文，俄文、法文、西文、日文、德文、阿文等其他語種的譯文，將在光明網、理論中國網及中央編譯局網站上同步發布。

　　這裡所說的重要術語，是指中央文獻中出現的、具有重要意義並富有中國特色的概念和表述，既可以是單詞和詞組，也可以是其他表達方式，具有內涵明確、富有特色、適於傳播等特點。這些術語是我們黨理論創新的重要成果，廣受國際社會關注，亟須通過規范的翻譯提升其對外傳播的質量和效力，以更好地為國際社會所了解和接受。

　　中央文獻重要術語的翻譯是黨和國家對外話語體系建設的基礎性工作，是提高國際傳播能力的支撐性要素，期望這些翻譯成果能夠得到更廣泛的應用。同時也真誠歡迎各界批評指正，以幫助我們不斷提高翻譯工作的水平。

　　編者說明 首次發布的30條術語全部採自今年3月份召開的十二屆全國人大三次會議重要文件，包括：《政府工作報告》《關於2014年國民經濟和社會發展計劃執行情況與2015年國民經濟和社會發展計劃草案的報告》和《關於2014年中央和地方預算執行情況與2015年中央和地方預算草案的報告》。在選擇術語時，我們遵循了四個基本標准：一是新提法、新表述，比如“‘四個全面’戰略布局”﹔二是富有傳播效力的表述，比如“有權不可任性”﹔三是專業性概念，比如“普惠金融”﹔四是中國特色的表述，比如“硬骨頭”。

　　【釋義】全面建成小康社會、全面深化改革、全面依法治國、全面從嚴治黨。

　　Four-Pronged Comprehensive Strategy

　　The Four-Pronged Comprehensive Strategy is to make

　　comprehensive moves to：

　　1） finish building a moderately prosperous society﹔

　　2） deepen reform﹔

　　3） advance the law-based governance of China﹔ and

　　4） strengthen Party self-discipline.

　　“兩個一百年”奮斗目標

　　【釋義】在中國共產黨成立一百年時全面建成小康社會，在新中國成立一百年時建成富強民主文明和諧的社會主義現代化國家。

　　Two Centenary Goals

　　The Two Centenary Goals are： to finish building a moderately

　　prosperous society in all respects by the time the Communist Party

　　of China celebrates its centenary in 2021﹔ and to turn China into a

　　modern socialist country that is prosperous， strong， democratic，

　　culturally advanced， and harmonious by the time the People’s

　　Republic of China celebrates its centenary in 2049.

　　【例】經濟發展進入新常態，精神面貌要有新狀態。

　　【例】始終保持反腐高壓態勢，對腐敗分子零容忍、嚴查處。
